[d-star] New Washington Country Site Antrnna Installed- Needs Repeater

We now have a GP-95 2M/440/1.2H Antenna installed @600 feet facing West in
Washington County.  We need to raise money for a repeater.  We need first a
controller @1200.  I think there is about $600 in the fund from Dan @Skywarn
still.  I think the band priorities would include 1.2 data and 440
Voice/data at about a tossup- maybe a slight bias toward 440.  We can use
the SNP for the repeater until we get coordinated.
